各國外交官住旅館 傳英密監控

德國「明鏡週刊」今天引用美國國家安全局（NSA）承包商前雇員史諾登（Edward Snowden）洩漏的消息報導，英國情報機構監控各國外交官旅行時所訂旅館房間，伺機蒐集情報。

法新社報導，明鏡週刊（Der Spiegel）說，英國政府通訊總部（GCHQ）有套系統可監控全球至少350家高級大飯店的預約系統，這項監控持續了3年多。

明鏡說，監控「目的是在訂房時，讓政府通訊總部知道某個外國外交官擬造訪的城市和飯店」，以便「技術行動組」能在他們抵達前行動。

報導說，行動可能包括監聽飯店房間內電話、傳真機和客人，進入這家飯店網絡的電腦，或在飯店酒吧監聽這位外交官。

這項計畫的代號是「王家門房」，使用的標誌是一隻企鵝。

明鏡說，不清楚這項計畫使用頻率多高。明鏡引述政府通訊總部官員說，GCHQ「既不證實、也不否認這項說法」。
