我國船隻在外海遭受攻擊、搶劫事件層出不窮，立法院31日晚間三讀通過《航業法部分條文修正草案》，增訂遠洋商船可僱用私人武裝保全人員，讓中華民國籍商船擁有基本自保能力。

提案立委管碧玲指出，遠洋商船擁有武力自保的能力，符合目前國際的潮流與共識，因此提出《航業法》修法，遠洋商船經過受海盜威脅的高風險海域時，得僱用私人武裝保全，並應逐船檢附相關文件，事先報請中央主管機關。

管碧玲表示，此法允許商船僱用國際武裝保全，在公海領域上船，在公海領域下船，「不可以進到我們國家海域，讓商船擁有國際武裝保全，可以在面對海盜或非法武力攻擊時可以自保」。

不過，遠洋漁船能否也比照遠洋商船，在海盜高風險海域僱用私人武裝保全，但《漁業法部份條文修正草案》則因朝野另有意見，交付朝野協商。
